Charter Way
Stockton, CA 95207 Stockton, CA 95206
Subject: Former Morita Brothers Site Code- 1061
814 E. Charter Way
Stockton, CA
The San Joaquin County Environmental Health Department (EHD) has reviewed Work Plan
Well Destruction (WP), dated January 29, 2010, prepared by Geological Technics, Inc. (GTI).
The work plan was submitted in response to an EHD letter dated December 1, 2009, directing
destruction of the monitoring wells in order to proceed with regulatory closure of your site;
transfer of ownership of selected wells to the responsible party (RP) for a nearby site was also
acceptable
I
The WP includes a copy of the transfer agreement between you and Beneto, Inc., the RP of a
nearby site, for ownership of monitoring wells MW-11 and MW-208. It is proposed in the WP to
destroy monitoring wells MW-1, MW-6, MW-7, MWA 06, MWA 07, MWA 08, MWA 09, and MW-
209 by drilling out and removing the well contents to total depth of each well, grouting to 5 feet
below ground surface (bsg) and completing to surface with clean fill or neat cement to surface, i
as appropriate for the surface material. The proposed grout mixture for well destruction was a
neat mixture of cement containing less than 4% bentonite.
It is also proposed in the WP to destroy monitoring wells MW-2, MW-4, MW-5, MW-104, MW-
110, MW-111, MW-202 and MW-210 by pressure grouting to 5 feet bsg, cutting off the upper 5
feet of well casing, and completing to surface grade with clean fill or grout as appropriate for the
surface material.
The EHD approves the proposed scope of work with the following modifications.
• All grout shall consist of neat cement - 94 pounds of portland cement and 5 to 6 gallons
of water with no bentonite added,
• The upper five feet of the wells to be pressure grouted will be drilled out at a larger
diameter than the original boring to five feet below surface grade, removing all well
materials. The well will then be pressure grouted to five feet bsg and allowed to fill over
the top of the remaining casing to form a `mushroom' cap; after the grout properly sets,
the boring may then completing to surface as proposed.
• Wells over-drilled to total depth should be grouted to the proposed 5 feet bsg and
completed to surface as proposed
Well Destruction WP Approval Letter 0310
