l
25 April 2003
AGE-NC Project No. 02-0962
Asphalt Re-Constitution
• According to representatives of George Reed Construction,Teichert Construction, and Granite
Construction&Environmental, and consistent with GE's experience with treating or`re-using'
soil with a high silt and clay content, such as that c xcavated from the site, is not practicable as
such soil can not be used for finish or saleable asp alt. Therefore the impacted soil on the site
can not be easily treated in a cost effective marine utilizing this remedial method. Only sand
with a very low percentage of fines (silt and clay) an be used for production of construction-
grade asphalt.
Soil Disposal at a state-licenced landfill:
• Disposal ofthe impacted soil at Forward Landfill would involve costs for loading, transportation
and disposal fees, without additional analytical laboratory analyses to characterize the soil. The
work can proceed with minimal disruption to norrr al site activities.
i
• The costs for transportation and off-site landfill dis 3osal is estimated between$20 and$25 per
ton.
Based upon site conditions and estimated costs, AGE recommends the transportation and off-site
disposal of the hydrocarbon-impacted soil to Forward Landfill as the best alternative. Laboratory
analysis indicated that the soil was significantly impactedwith hydrocarbons. Because of the potential .
for impact to ground water, the soil could not be re-utilized for backfill purposes. Therefore,in order to
remove a significant "source" of contamination in- soil, a excavated soil will be transported and
disposed of at Forward Landfill sometime in April 2003.
I
If you have any questions or comments;please contact our office at(209) 467-1006.
Sincerely,
Advanced GeoEnvironmental,Inc.
LL1
Timothy ellar
Project eologist-.
cc: Mr. David Atwater,Van Da Pol Enterprises, Inc.
Ms. Margaret Lagorio, San Joaquin County Enviro imental Health Department
Advanced GeoEnvironmental,Inc.
