Wilson Way <br />Stockton, California <br />Dear Ms. Abate: <br />r4 qy 2 1 20G <br />ENS, ,)LAMENT H':: 1 <br />Via UPS <br />Tracking # 1Z E68 94122 1108 731 1 <br />This letter responds to the Program Inspection Report by the San Joaquin County <br />Environmental Health Department (EHD), dated April 22, 2004, for the ARCO facility <br />identified above. <br />1. Alleged Violation: The UST Program Inspection Report stated, "The 87 product <br />piping within the turbine sump was found with a secondary test boot not pulled back. <br />Secondary piping must be able to flow to a collection sump to allow communication with <br />the monitoring system. Correct during the inspection." In the corresponding Violation <br />checklist, a check was placed next to "CCR 2636(c)(1) All releases in secondary piping <br />flow to a collection sump." <br />Response: As acknowledged in the Inspection Report, BP West Coast Products LLC <br />(BP) had a technician from its contractor, Tait Environmental, present during the <br />inspection. Per your instruction, the technician removed the obstruction and brought the <br />collection sump back into compliance. <br />2. Alleged Violation: The UST Program Inspection Report stated, "The 91 sump sensor <br />did not function properly. A new sensor (Ronan LS -3) was installed. New sensor did not <br />
