Box 388 • Stockton, CA 95201-0388 °"t Foaa P <br /> 209/468-3420 <br /> , <br /> DANTE NOMELLINI cc i <br /> NOMELLINI CONSTRUCTION COMPANY MAILED FEB 0 61996 <br /> P 0 BOX 1461 <br /> STOCKTON CA 95201 - 1461 <br /> RE : 1045 W CHARTER WAY SITE CODE : 1779124 <br /> STOCKTON , CA <br /> San Joaquin County Public Health Services , Environmental Health Division ( PHS- <br /> EHD) has completed the review of the " Corrective Action Plan" dated November <br /> 1995 , submitted by Advanced GeoEnvironmental , Inc . , and offers the following <br /> comments for your consideration . <br /> In response to recent guidance from the California State Water Resources Control <br /> Board , PHS- EHD has reevaluated the need for active remediation at this site . <br /> Because of the substantial pollution documented in the soil and groundwater at this <br /> site and the severe impact this contamination poses to groundwater quality and <br /> beneficial uses , now and in the future , remediation of the soil and groundwater <br /> source areas at this site is still warranted and required . <br /> California Code of Regulations Title 23 , Division 3 , Chapter 16 , Article 11 (Corrective <br /> Action Regulations) , Section 2725(d ) requires certain elements to be included in a <br /> Corrective Action Plan (CAP) . A copy of Section 2725 of the Corrective Action <br /> Regulations is enclosed for your reference . The above noted CAP fails to include <br /> several of these elements . Specifically , the CAP fails to include an assessment of <br /> the impacts [i . e . the distribution of the contaminants in the subsurface (data should be <br /> presented in tables and also pictorially on cross-sections also showing soil lithology <br /> and well screen intervals) , well and surface water surveys] and applicable cleanup <br /> levels . The remedial alternatives being considered for the site must be evaluated for <br /> cost and overall effectiveness in being able to reach the proposed cleanup goals . <br /> Cleanup goals must be based on current state water quality policies , the basin plan <br /> of this region and , in particular, on the assessment of the impacts . Please provide <br /> PHS-EHD these additional elements , as mentioned above , as an addendum to <br /> the CAP by February 19 , 1996 . <br /> Because the data gathered at the site to date indicate a large , unstable plume , <br /> please proceed with the design and permitting phase of this project as soon as <br /> possible .
