Remedial Investigation/Feasibility Study Work Plan
NOMELLINI CONSTRUCTION CO.
1045 West Charter Way, Stockton, California
1 .0. INTRODUCTION
Advanced GeoEnvironmental, Inc. (AGE) has prepared this Remedial Investigation/Feasibility Study
Work Plan for the performance a six-month oxygen release compound (ORC) pilot test, and
collection of soil samples for bioremediation analysis at 1045 West Charter Way (the site), Stockton,
California. The location of the site is illustrated in Figure 1 . A plan of the site is illustrated on Figure
2.
This work plan is prepared in accordance with San Joaquin County Public Health Services -
Environmental Health Division (PHS-EHD) and Central Valley Regional Water Quality Control
Board (RWQCB) guidelines for the investigation of underground storage tanks (UST) sites.
The purpose of this work plan is to evaluate feasibility and cost effectiveness of remediation
alternatives towards the recent increased interval of hydrocarbon-impacted saturated soil at the site.
2.0. BACKGROUND
The site is located approximately one-half mile west of Interstate 5 on West Charter Way in a
topographically flat area of Stockton, California (Figure 1 ). The site is located northwest of Section
10, Township 1 North, Range 6 East, Mount Diablo Base and Meridian (Stockton West Quadrangle,
7 . 5 -Minute USGS Topographic Series, 1968 , photo revised 1987).
2. 1 . SITE DESCRIPTION
The site is currently occupied by Russ Enterprises for safety equipment distribution. The facility
consists of a warehouse building and safety equipment storage yard.
2.2. UNDERGROUND STORAGE TANK REMOVAL
In August 1988, two 1 ,000-gallon USTs were removed from the site. The tanks were used for the
storage of regular and unleaded gasoline. Analytical results of soil samples collected from beneath
the gasoline USTs indicated that an unauthorized release of hydrocarbons had occurred.
The tank area was re-excavated in November 1988 . Soil was removed from the former UST area to
a depth of 19 feet. Soil samples were collected from the excavation and screened for organic vapor
using a photo-ionization detector (PID). Organic vapor readings indicated that petroleum
Advanced GeoEnvironmcntal, Inc.
