Cesar Ruvalcaba [EH] <br />From: <br />Burgin, Andy C (Fresno) USA <andy.burgin@lehighhanson.com> <br />Sent: <br />Wednesday, April 10, 2019 1:22 PM <br />To: <br />Cesar Ruvalcaba [EH] <br />Cc: <br />Gothan, John 1(Lathrop) USA <br />Subject: <br />RE: Calaveras Materials follow up on items during inspection - PR0516365 <br />Attachments: <br />SPCC Inspection Form Equivalency Tech Memo 2019.pdf, Lehigh p2 2019.pdf <br />Good Afternoon Mr. Ruvalcaba, <br />Please see below: <br />Violation 105 — <br />All product and sludge is removed from the permanently closed tank, the electric pump has been disconnect from <br />power and can be further blocked/blanked, There are no other valves to be closed and locked out. <br />Violation 609 - <br />The phone number has been corrected from (209) 465-3420 to (209) 468-3420 in the SPCC. <br />Violation 618 <br />Inspections will be conducted in accordance with the written procedures outlined in the SPCC and copies of inspections <br />shall be kept on site and available for review. <br />Violation 711 - <br />The inspection was conducted by a certified Steel Tank Institute (STI) Inspector. The second page of the inspectors <br />report was cut short, when he delivered it. Page 2 is attached which states that the tank is suitable for continued use <br />Alternate industry standard. <br />STI SP -001 is not specifically required by CCR Part 112 nor by County Municipal Code. The alternative industry standard <br />included was vetted. See attached letter from the professional engineer of the alternative standard. The engineer can <br />make the determination in the SPCC for applicable industry standard, which is in line with our industries and is more <br />focused on our tanks than SP -001, which is built to try and fit every tank and multiple material storage.
