When a tank is not <br /> in use, it must be permanently closed by meeting the following conditions: <br /> -remove all liquid and sludge from each container and connecting line <br /> -disconnect and blank off all connecting lines and piping have from the tank <br /> -close and lock all valves <br /> -post a sign conspicuously stating that it is a permanently closed container and denoting the date of closure. <br /> Immediately"Permanently Closed"all tanks that are not being used or amend the Spill Prevention, Control, and <br /> Countermeasure Plan to include all petroleum tanks that have not been permanently closed. <br /> This is a minor violation. <br /> 609 CFR 112.7(a)(3vi), 112.7(a4)Plan failed to adequately contain procedures for reporting a discharge. <br /> The Spill Prevention, Control, and Countermeasure(SPCC)Plan does not provide information and procedures to <br /> enable a person to adequately report a discharge. The name and phone number of the local CLIPA,the San <br /> Joaquin County Environmental Health Department,was not in the SPCC plan. If a response plan was not submitted <br /> to the Regional Administrator,this information must be included in the SPCC Plan. Immediately amend the SPCC <br /> Plan to include this information and submit a copy of the revision to the EHD. <br /> This was corrected on site. <br /> This is a minor violation. <br /> 618 CFR 112.7(e), 112.8(c)(6) Failed to keep records of procedures, inspections,or integrity tests for three years. <br /> Copies of annual inspection records for the Steel Tank Institute's(STI)SP-001 standard,were not found on site. <br /> The SPCC plan states that the facility will conduct inspections as outlined in the STI SP-001 standard. Monthly and <br /> annual inspection checklists were provided in the SPCC plan for the facility. Inspections and tests must be <br /> conducted in accordance with the written procedures developed in the Spill Prevention, Control, and <br /> Countermeasure(SPCC)Plan. Records of these inspections and tests must be signed by the appropriate <br /> supervisor or inspector and kept on site with the SPCC Plan for a period of three years.
