Charter Way, Stockton <br /> In the above referenced letter to Mr. Welch, you requested a <br /> workplan be submitted by March 31 , 1995 for further remediation <br /> of contaminated soils still present in the area formerly occupied <br /> by the removed UST' s & piping. <br /> The approved workplan addendum was designed to assist in <br /> evaluating the extent of soil contamination in the area of those <br /> removed UST' s. Soil borings C & D, and soil boring/monitoring <br /> wells #3 & #4 should help define the limits of soil contamination <br /> in the area. Until that work is completed, and the results <br /> analyzed, it is not possible to design a soil remediation <br /> program. In fact, additional investigative work may be required <br /> to fully define the limits of the plume. We certainly cannot <br /> recommend further excavation at this time; that option may be <br /> considered once sufficient data is available to enable an <br /> efficient, cost-effective program or programs to be designed. <br /> Therefore, we request that any workplan(s) for soil remediation <br /> be deferred until such time as we have defined the limits of both <br /> the soil & groundwater plumes. Once that data has been obtained, <br /> it may be possible to design a program to accomplish cleanup of <br /> both soil and groundwater in one operation. At least the work <br /> should permit a more complete evaluation of the site, and assist <br /> in proceeding with future investigative or cleanup programs. <br /> We would appreciate it if you would include us on your distri- <br /> bution list; currently Mr. Welch has to forward correspondence to <br /> our office, which causes some delays.
