J. Hunter & Associates on behalf of Mr. William Miles and Ms. Patricia Nolet, the <br /> owners of the property at 1145 W. Charter Way in Stockton. A significant amount of soil excavation <br /> work has occurred at the site in conjunction with the closure of four underground petroleum storage tanks <br /> (USTs). Confirmation soil sampling showed that contaminated soils are still present in the subsurface. <br /> Further remediation needs to be done to eliminate the threat these soils pose to ground water. <br /> Your proposal to drill three soil borings and construct one ground water monitoring well is inadequate. <br /> At least three ground water monitoring wells are needed in order to begin to define the lateral extent of <br /> ground water contamination and the ground water gradient. Since the local gradient is generally towards <br /> the east, at least one of the wells should be placed east (downgradient) of the open excavation. The work <br /> plan stated that the property owners at 1045 W. Charter Way, immediately to the east of the Independent <br /> Trucking site, "have requested permission to place one or more monitoring wells on the Independent <br /> Trucking site in an attempt to define the contamination problem which exists beneath their property". It <br /> might be wise for you to coordinate your well installation requirements with the neighbor's activities. <br /> Further investigation also is needed south of the old leach field excavation where gasoline and other <br /> petroleum constituents are in the soil column down to ground water. Grab ground water samples from <br /> that area also showed contamination with gasoline and volatile organic compounds. <br /> By 6 January 1995, please submit an amended work plan to further remediate the soils associated with <br /> the former USTs, install at least three ground water monitoring wells at appropriate locations, and <br /> conduct further investigation near the old leach field. All work plans should include schedules with <br /> particular calendar dates.
