Fuel drips were observed on horizontal piping in dispenser 3/4 and dark staining was observed on the conversion frame beneath the piping, indicating a leak in the primary piping. All primary containment for the UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace the failed component under permit and inspection of the EHD. This is a minor violation. 319 CCR 2635, 2637.1, 2665, 2712 No spill bucket, failed to contain 5 gallons, no means to keep it empty, or failed to be tested. The 89 direct-bury spill container failed when tested. All spill containers shall have a minimum capacity of five gallons and be capable of containing a spill or overfill until it is detected or cleaned up. Immediately discontinue deposition of petroleum into this tank until the component is repaired or replaced by a properly licensed, trained, and certified contractor under permit and inspection of the EHD. If the spill container can't be replaced immediately, there is a possibility that the 89 UST system may be red tagged to prevent fuel inputs. *The 89 tank contained 3,544 gallons at the time of inspection. The 87 and 91 spill containers failed to have a minimum capacity of five gallons. All spill containers shall have a minimum capacity of five gallons. Immediately contact a properly licensed, trained, and certified contractor to repair or replace the spill containers under permit and inspection of the EHD. This is a minor violation. Overall Inspection Comments: The monitoring system certification is being conducted today (3/25/19) and will not be witnessed by EHD. Looked inside all sumps and UDCs. Verified sensor locations and piping communication. The routine paperwork inspection needs to be conducted and has been scheduled for4/1/19 at 10:30 AM. AFTER THE COMPLIANCE DATE, EHD WILL BILL FOR ALL TIME AND ACTIVITIES ASSOCIATED WITH BRINGING THIS FACILITY BACK INTO COMPLIANCE. THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE.
