Lewis Construction
506 Glide Avenue
West Sacramento, California 95691
Reference: Arco #0595, Stockton
Gentlemen:
As per our discussion concerning the tanks located at 6100 North Highway 99,
Stockton, California:
These tanks were precision tested on May 31st using the Petro-Tite system.
The test results were inconclusive due to several factors. There may be a ball
check assembly that is not accessible. This would allow product to bleed slowly
into another line. The tanks are very long and even though proper steps were
taken to eliminate air, a pocket may still exist.
The annular space in these tanks is filled with a water type solution. This solution
shows no evidence of any fuel.
It's my opinion that further site investigation is necessary to determine the source
of this problem. I believe the problem is something that is due to tank expansion,
entrapped air, or a mechanical device, and not a tank failure.
The product lines were also tested and they proved to be tight.
Should you have any further questions concerning this site I can be contacted at
(415) 834-2333.
Very truly yours,
SCOTT CO.
