MONITORING AND RESPONSE PLAN - XA <br /> ARCO PRODUCTS COMPANY FACILITY WITH <br /> SECONDARY CONTAINMENT OF UNDERGROUND PRODUCT AND <br /> USED OIL STORAGE TANKS AND PRODUCT LINES WITH <br /> SUBMERSIBLE PUMP SHUTDOWN <br /> ARCO Facility: 595 ADDRESS 6100 N.__Hwy.99 <br /> ................................. . ........................ <br /> Stockton, CA 95205 <br /> This plan is designed to meet the monitoring and response requirements of Section 2632, Article <br /> 3, Title 23, CCR. <br /> 1. MONITORING EQUIPMENT <br /> Secondarily contained storage tanks and lines at this facility are monitored by a continuous <br /> electronic leak detection system which consists of an alarm panel, sensors and associated <br /> electronics. Liquid sensors are installed in the annular space of each double wall tank and <br /> product line piping sump. Whenever a sensor detects the presence of a liquid there is both <br /> a visual and audible alarm at the control panel. In addition, the continuous monitor on the <br /> product piping system will shut down the pump and activate the alarm system when a <br /> release is detected or if the continuous product piping monitoring system fails or is <br /> disconnected, the pumping system will shut down. <br /> Automatic line leak detectors are installed on the secondarily contained pressurized <br /> product piping.The line leak detector will detect a loss of pressure in the product lines and <br /> restrict the flow of product. <br /> 2.
