4 . RESPONSE PLAN <br /> OPERATOR RESPONSIBILITIES <br /> If the monthly inventory reconciliation exceeds the allowable variation. the <br /> OPERATOR shall: <br /> A Verbally notify ARCO Maintenance IMMEDIATELY of a suspected unauthorized <br /> release upon completion of ANY inventory reconciliation which exceeds the allowable <br /> variation. Notification to ARCO must be in sufficient time to allow ARCO to report the <br /> suspected unauthorized release to the local implementing agency within 24 hours of the <br /> inventory reconciliation which indicated the allowable variation was exceeded. <br /> B. Within 24 hours of discovering a variation which exceeds the allowable variation, <br /> review the inventory records for the preceding 30 days and determine if a calculation <br /> error exists that caused the apparent excessive variation. <br /> C. Continue to conduct inventory reconciliation. If a second 30-day period of data <br /> confirms the initial results, notify ARCO Maintenance IMMEDIATELY and record in <br /> the monitoring record the action taken. <br /> NOTE: If prior to month-end daily inventory reconciliations indicate a <br /> suspected release. report It immediately to ARCO Maintenance. Do not <br /> wait until the end of the month to report. <br /> ARCO RESPONSIBILITIES <br /> A Upon notification by the Operator of a suspected unauthorized release, verbally notify <br /> the local implementing agency within 24 hours of discovery by the operator of any <br /> inventory reconciliation which exceeds the allowable variation. <br /> B. Within 24 hours of the notification by the Operator of a suspected unauthorized <br /> release, have all readily accessible facilities carefully inspected for leakage by <br /> appropriately trained persons and by following procedures in ARCO Products Company <br /> Procedure G.01. <br /> C. Have all dispenser meters associated with hazardous substance withdrawal checked for <br /> calibration within 24 hours of the inspection in item B. <br /> If a second 30-day period of data confirms the initial results: <br /> The requirements of Article 5, Title 23, CCR will be performed. <br /> 5 . ANNUAL VARIATION STATEMENT <br /> The operator shall, on an annual basis, submit a statement to the local agency which states that <br /> all inventory reconciliation data are within allowable variations or which includes a list of the <br /> period of times and the corresponding variations which exceed the allowable variations. Said <br /> statement shall be executed under penalty of perjury. <br /> See Exhibit B for Annual Inventory Reconciliation Summary Report form. <br />
