Highway 99 <br /> Stockton, California <br /> Dear Mr. Jackson: <br /> This letter responds to the Program Inspection Report by the San Joaquin County <br /> Environmental Health Department(EHD), dated January 20, 2004, for the ARCO facility <br /> identified above. <br /> 1. Alleged Violation: The UST Program Inspection Report stated, "The spill bucket on <br /> the 92 did not hold liquid for the set time period. Correct this problem by 2/20/04.A <br /> permit from this department may be needed to abate this issue." In the corresponding <br /> Violation checklist, a check was placed next to"CCR 2635 (b) (1) Spill container." <br /> Response: In response to your request,this site is scheduled for an EVR phase 1 <br /> upgrade. Based on the 91 failure data, I have made this site a priority, which means this <br /> site should be completed by April 2004. The upgrade includes replacement of all spill <br /> buckets at this site. Please let me know if this is not acceptable and I will replace the spill <br /> bucket as soon as possible. <br /> I have also enclosed the Monitoring System Certification,which includes the annual spill <br /> bucket test data sheet, and the electronic leak detector test data sheet. With the <br /> transmittal of this letter, it is our understanding that the above-mentioned alleged <br />
