In the tank forms for Tank#7 under overfill <br /> protection, it states"audible and visual" as the means of overfill however audible and visual means of overfill cannot <br /> be used as the only means of overfill in a new regulated UST without ball floats, or double wall vent line, and double <br /> wall riser pipe. Any change of information must be updated in CERS within 30 days of the changes. Immediately log <br /> into CERS, update the required information, and submit for review by the EHD. <br /> This is a repeat violation, Class Il. <br /> 105 CCR 2632(d)(1), 2634(d) Failed to have an approved UST monitoring plan. <br /> The monitoring plan is not current and/or not approved by the EHD. In the monitoring plan for tank#7 it states "no" <br /> under spill container testing, however based on the installation date of the tank (1994) "All underground storage <br /> tanks shall be equipped with a spill container that collects any hazardous substances spilled during product delivery <br /> operations to prevent the hazardous substance from entering the subsurface environment' and "Spill containers shall <br /> be tested for tightness at all of the following times: Upon the completion of an installation and every 12 months <br /> thereafter; and within 30 days of the date of the completion of a repair". In the monitoring plan for Tank#8 it states <br /> panel model#to be TLS 350, however TLS350 plus was observed during the field inspection. The monitoring plan <br /> must be uploaded to the California Environmental Reporting System (CERS). Immediately log into CERS, make the <br /> necessary changes, and submit for review by the EHD. <br /> This is a repeat violation, Class Il. <br /> 118 CCR 2715(a)(1)(A), 2715(a)(2) Failure to submit the"Underground Storage Tank Statement of Understanding and <br /> Compliance Form". <br /> A CERS submittal uploaded on 2/20/19 was made with the "Designated Underground Storage Tank Operator <br /> Identification Form," however no "Underground Storage Tank Statement of Understanding and Compliance Form," <br /> was uploaded. "The owner or operator shall submit a signed "Underground Storage Tank Statement of <br /> Understanding and Compliance Form," upon any change in the owner or operator which previously submitted the <br /> signed "Underground Storage Tank Statement of Understanding and Compliance Form," no later than 30 days after <br /> the change. Since a "Designated Underground Storage Tank Operator Identification Form," has been uploaded after <br /> October 1st, 2018. It is required for the "Underground Storage Tank Statement of Understanding and Compliance <br /> Form," to be uploaded. Any changes shall be reported to the EHD within 30 days.
