INVENTORY RECONCILIATION Arco. <br /> (a) Inventory reconciliation shall only be used as part of non-visual monitoring for existing <br /> underground storage tanks which contain motor vehicle fuels. <br /> (b) After January 1, 1993, inventory reconciliation, and any other leak detection method that <br /> utilizeds manual stick readings, shall not be used as part of non-visual monitoring for existing <br /> underground storage tanks containing a hazardous substance Including motor vehicle fuel, <br /> where the existing ground water level or the highest anticipated ground water level is less <br /> than 20 feet below the bottom of the tank. These ground water levels shall be determined <br /> according to the requirements of section 2649 (c) of this article. <br /> (c) Inventory reconciliation that utilizes manual stick readings shall not be used after December <br /> 22, 1998. <br /> (d) Owners or operators of existing underground storage tanks who utilize inventory <br /> reconciliation as part of non-visual monitoring shall comply with the requirements of this <br /> section. <br /> (e) Each underground storage tank shall be individually monitored utilizing an inventory <br /> reconciliation system that takes into account: <br /> { 1 ) Separate daily underground storage tank quantity measurements for both the stored <br /> hazardous substance and any water layer; <br /> ( 2 ) Daily readings for underground storage tank input and withdrawals; and <br /> ( 3 ) Checking of product inputs indicated by delivery receipt by measurement of the tank <br /> inventory volume before and after delivery. Underground storage tanks that are <br /> connected by a manifold may require time for the level to stabilize before a <br /> measurement is taken. <br /> ( f ) Meters used for determining inputs and withdrawals shall comply with California Code of <br /> Regulations, This 4, Chapter 9, Subchapter 1, 'Tolerant es and specifications for commercial <br /> weighing and measuring devices.' Meters shall be inspected by the County Department of <br /> Weights and Measures or a device repairman as defined in the California Business and <br /> professions Code, Division S. Chapter 5.5. <br /> (g) For the purpose of#his section, 'daily' means at least 5 days per week. The number of days <br /> involved may be reduced by the number of public holidays that occur during any such week. <br /> Local agencies may reduce the frequency of monitoring to no less than once every 3 days at <br /> facilities #W are not staffed on a regular basis, provided that the monitoring is performed on <br /> every day the facility is staffed or when inputs or withdrawals are made from the underground <br /> storage tank. <br />
