Ms. Kaitz:
Hygienetics Environmental Services, Inc. (Hygienetics) developed this work plan to determine the
presence or absence of on-site hydrocarbon contamination from total petroleum hydrocarbons (TPH)
volatile organic compounds (VOCs), and California Code of Regulations (CCR) Title 22 metals
contamination to subsurface soils on the Country Hollow Apartments (herein referred to as the
subject property)at 5858 Morgan Place in Stockton, California. This investigation is for a real estate
transaction; no known contamination currently exists on the subject property.
Background
The subject property is a 99-unit apartment building constructed in 1984 and 1985; it currently
consists of 17 one and two-story residential buildings, a rental office building, a swimming pool, a
hot tub/spa, waterscaping/ponds, and landscaped areas. Between 1947 and 1979, portions of the
subject property were occupied by the Lincoln Village Water Pollution Control Plant which contained
five 4- to 6- foot deep, unlined oxidation ponds; these ponds accepted domestic sewage only.
Although aerial photographs indicate that some of the Country Hollow Apartment property was
constructed over areas formerly occupied by the Plant's access road, office, and other above grade
structures, most of the property was placed over portions the former treatment plant's oxidation
ponds. Therefore, subsurface soils may contain metals, total petroleum hydrocarbons, and volatile
organic compounds. ,
Soil Sampling Investigation
Hygienetics will submit this work plan, a health and safety plan, and a soil boring permit, with the
appropriate fee, to the San Joaquin County Public Health Services (SJCPHS)Environmental Health
Division. Prior to any boring or other subsurface investigation, Hygienetics will clear the boring
locations for public subsurface utilities by notifying Underground Service Alert (USA);we will also
clear on-site utilities, drainage, and sanitary sewer lines using a private utility locator. If available,
Hygienetics will also review any subject property utility plans.
4234.001\cnh34d1.wrk
