Box 6930
Stockton, CA 95206
Dear Mr. Coleman,
The purpose of this letter is to transmit to you the Environmental Protection Agency's ("EPA")
Spill Prevention, Control, and Countermeasure ("SPCC") inspection report. EPA Oil Program
inspector Janice Witul performed the inspection at the Kents Oil facility at 3310 East Miner
Avenue in Stockton, California on December 11, 2018. Enclosed is a copy of the report.
After the inspection, EPA provided our Notice of SPCC Inspection with Deficiencies form
("Notice") and Summary of SPCC Deficiencies indicating failure to implement the SPCC Plan
regarding tank inspections and testing, as well as Plan inadequacies concerning the cross
reference. Since the facility has over a million gallons of oils in storage, documentation
supporting the substantial harm criteria certification was requested. We noted at that time that a
review of relevant information might identify additional deficiencies. Now that EPA has
completed its review, we want to share with you our final report.
We appreciate your cooperation during the inspection. If you have questions about this report,
please contact Janice Witul at (415) 972-3089 or via email at witul.janice@epa.gov. If you
would like to provide additional information EPA should be aware of, please send a written
response within 30 days of receipt of this letter to:
Ms Janice Witul
US EPA Region 9 Oil Program
75 Hawthorne Street (ENF-3-2)
San Francisco, CA 94105
Please note, correction of a deficiency does not relieve the owner or operator from potential
liability for any violations of applicable laws and regulations.
Finally, information on EPA's Oil Pollution Regulations and guidance to assist with your
facility's continued compliance can be found at the U.S. EPA Oil Program website:
https://www.epa.gov/oil-spills-prevention-and-preparedness-regulations
Prinr¢d 071 10090 POSIC00SLOner Recycled Paper:Pr-ocess Chlorine Fire.
