EPA Oil Program <br /> inspector Janice Witul performed the inspection at the Kents Oil facility at 3310 East Miner <br /> Avenue in Stockton, California on December 11, 2018. Enclosed is a copy of the report. <br /> After the inspection, EPA provided our Notice of SPCC Inspection with Deficiencies form <br /> ("Notice") and Summary of SPCC Deficiencies indicating failure to implement the SPCC Plan <br /> regarding tank inspections and testing, as well as Plan inadequacies concerning the cross <br /> reference. Since the facility has over a million gallons of oils in storage, documentation <br /> supporting the substantial harm criteria certification was requested. We noted at that time that a <br /> review of relevant information might identify additional deficiencies. Now that EPA has <br /> completed its review, we want to share with you our final report. <br /> We appreciate your cooperation during the inspection.
