Hazelton Ave. <br /> Stockton, CA 95205 <br /> Mr. Loehrer, <br /> DLA Installation Management-Operations San Joaquin, Environmental Office, DF-FJEE has reviewed <br /> the San Joaquin County Environmental Health Department's Hazardous Material Business Plan(HMBP) <br /> Inspection Report dated January 24,2019.The following is our comment in response to the four <br /> violations noted on your report. Routine Inspection was conducted for Program 1921-HMBP.Our <br /> response to the inspection report findings are as follows: <br /> 1. 95 HSC 25505(a)(1)Failed to complete andlor submit hazardous materials inventory far all <br /> reportable materials on site (minor violation). The Hazardous Materials Inventory form for <br /> propane was not complete. Propane max daily amount is listed at 10,685 cubic feet. Please <br /> update the max daily to read as 10,685 gallons of propane on site. This information must be <br /> current and submitted as part of the business plan. Immediately log into the California <br /> Environmental Reporting System(CERS)at littp://cers.calepa.ca.gov/, enter the correct or <br /> updated information,and submit to the EHD for approval. <br /> Corrective Action: Logged into CERS during the time of inspection and changed HMBP <br /> reported Propane unit of measure from cubic feet to gallons. <br /> 2. #6 HSC 25505(a)(2)Failed to complete andlor submit a site map lvith all required Content <br /> (minor violation). The site map was not complete as part of the business plan.Tile site map <br /> is missing emergency shut offs(propane, generators, utilities)locations,emergency response <br /> equipment(fire extinguishers, spill kits) locations,all hazardous material storage areas( <br /> propane,diesel, gasoline)locations,storm drain locations, evacuation staging area locations, <br /> access and exit points. A site map shall contain a north orientation, loading areas, internal <br /> roads,adjacent streets,storm and sewer drains,access and exit points,emergency shutoffs, <br /> evacuation staging areas,hazardous material handling and storage areas, and emergency <br /> response equipment. If a site map element is not applicable for your facility then list it on the <br /> map and label as "NA". Immediately log into the California Environmental Reporting <br /> System(CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and <br /> submit to the EHD for approval. <br /> Corrective Action: Immediately created new DLA Distribution San Joaquin site maps in <br /> accordance with HSC 25505(a)(2)and HMBP's Facility Site Plan and Storage Map <br /> Instructions and uploaded into CERS. <br /> 3. 49 HSC 25505(a)(1)HSC 25508(a)(1) Failed to annually review and certify that the <br /> business plana is complete, accurate, and zip to date (Class 11 violation). The business plan <br /> information has not been reviewed and resubmitted in the California Environmental <br /> Reporting System(CERS)annually.The Hazardous Material Business Plan(HMBP)was <br /> not submitted between 11/1/2018- 111512019.The HMBP was submitted late on 1/22/2019. <br /> The hazardous materials inventory shall be submitted by January 15 of each calendar year <br />
