The work order for the L6 (87 master fill sump)fuel alarm indicated that the liquid in the <br /> sump was removed by the facility and the technician did not open the sumps. During the monthly inspection, the <br /> designated operator shall visually inspect all spill containers and UDC sumps, and any tank top sump that had an <br /> alarm for which there is no record of a service visit and inspection by a qualified service technician. Ensure that <br /> designated operators performing monthly inspections at this facility are inspecting all of the required areas and noting <br /> it on the on the reports. <br /> This is a minor violation. <br /> 313 HSC 25290.1, 25290.2, 25291 Failure to construct, operate, and maintain primary containment as product-tight. <br /> Fuel drips were noted on steel product piping under dispensers 1/2 and 7/8, indicating a leak in the primary piping. <br /> Moisture was observed on the floor of the UDC under the dripping piping in UDC 7/8. All primary containment for the <br /> UST system must be tight. Immediately have a properly licensed, trained, and certified contractor repair or replace <br /> the failed component under permit and inspection of the EHD. <br /> This is a minor violation. <br /> 315 HSC 25291(e) Water in secondary containment not removed, analyzed, and properly disposed of(pre-Jul 2003). <br /> Liquid was observed in UDC 1/2. If water could enter into the secondary containment by precipitation or infiltration, it <br /> must be removed and disposed of properly. The service technician removed approximately 1/2 gallon of liquid from <br /> UDC 1/2. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by February 2, 2018. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
