s <br /> 7- <br /> Safeway <br /> Safeway Meat Processing Plant <br /> Navy 1111, Stockton <br /> Page 2 <br /> In a letter dated September 27, 1996, EHD recommended restarting quarterly sampling of <br /> the remaining monitoring wells (MW-4,MW-5, and!.MW-6), and conducting additional <br /> investigation to fully define the extent of the soil and groundwater contamination. Neither <br /> quarterly sampling of the monitoring wells not additional investigation to define the extent <br /> of the contamination has been performed to date. <br /> The report cited a mass balance calculation of 1411 pounds of TPH-d left remaining in the <br /> soil,and 188.2 pounds of TPH-d left remaining in the water-bearing zone. Since the full <br /> extent of soil and groundwater has not been defined, the mass balance calculation presented <br /> is incomplete. <br /> The report included a Kendall Rank Correlation statistical evaluation of the diesel <br /> concentration trends in monitoring well 4 (MW-4),�MW-S, and MW-6 using the Stat View <br /> software. The test results indicated absence of trends in diesel over time. Emcon <br /> interpreted the plume as stable. The report did not include values used for the calculation of <br /> the test. <br /> EHD has no comment on the results of the Kendall Rank Correlation test. However,an <br /> interpretation of a stable plume based.on statistical analysis does not justify not performing' <br /> the quarterly monitoring activities as required by California Code of Regulations,Title 23, <br /> Division 3, Chapter 16, Section 2652 (d).
