s
7-
Safeway
Safeway Meat Processing Plant
Navy 1111, Stockton
Page 2
In a letter dated September 27, 1996, EHD recommended restarting quarterly sampling of
the remaining monitoring wells (MW-4,MW-5, and!.MW-6), and conducting additional
investigation to fully define the extent of the soil and groundwater contamination. Neither
quarterly sampling of the monitoring wells not additional investigation to define the extent
of the contamination has been performed to date.
The report cited a mass balance calculation of 1411 pounds of TPH-d left remaining in the
soil, and 188.2 pounds of TPH-d left remaining in the water-bearing zone. Since the full
extent of soil and groundwater has not been defined, the mass balance calculation presented
is incomplete.
The report included a Kendall Rank Correlation statistical evaluation of the diesel
concentration trends in monitoring well 4 (MW-4),MW-S, and MW-6 using the Stat View
software. The test results indicated absence of trends in diesel over time. Emcon
interpreted the plume as stable. The report did not include values used for the calculation of
the test.
EHD has no comment on the results of the Kendall Rank Correlation test. However,an
interpretation of a stable plume based.on statistical analysis does not justify not performing'
the quarterly monitoring activities as required by California Code of Regulations,Title 23,
Division 3, Chapter 16, Section 2652 (d). You are directed to sample the monitoring wells
no later.than April 30,2002,and submit a report of the sampling to EHD by May 31, 2002.
You are also directed to locate the missing MW-6 and include it in the sampling event.
EHD recommends you contacting the City of Stockton as soon as possible for any
permitting or encroachment requirements in your effort to relocate the well.
Please contact Jeffrey Wong at (209) 468-0335 if you have any questions.
Donna Heran,REHS, Director
Environmental Health Department
Jeffrey Wong, Senior REHS Margare agotio,RE
LOP/Site Mitigation Unit IV Supervisor
c: RWQCB, Central Valley Region—Marty Hartzell
I,
