Enclosed are Central Valley Regional Water Quality Control
Board staff comments, for your reference. \
The project groundwater contamination was presented to the committee in terms of
regional diesel contamination. The consultant did not present conclusive data to
support that position other than data from monitoring well number 6. The project soil
contamination was presented in terms of a table of data derived from laboratory
analysis of soil samples taken during the overexcavation of the former UST location.
The laboratory data used in completing the table is not present in the PHS/EHD files
or the closure report. The TRC recommends soil samples from within and around the
former UST location be obtained by advancing soil borings in this area to confirm the
data presented in the table.
The technical review committee meeting minutes indicated that the case worker is to
consider data from a nearby site to evaluate the potential of off site sources. A
review of data from the Stockton Scavengers site indicates that the extent of the
release from the USTs at that site has been fully assessed. There is data to indicate
that there is no regional diesel contamination on that site.
Discussion with Gail Wiggit at the Central Valley Regional Water Quality Control
Board State (CVRWQCB) indicates that there is no evidence to suggest regional
diesel contamination in the area of Port Stockton which is proximal to the bulk plants
of Shell, Tesoro, and Time Oil.
The overall consensus of the committee members who declined to issue closure on
the site is that the contamination present at this site has not been fully assessed. In
order to obtain closure status the committee recommends the following:
A Division of San Joaquin County Health Care Services
