Box 388 0 Stockton, CA 95201-0388 <br /> (209) 468-3420 <br /> f �V <br /> MELITTA ELMORE <br /> ENVIRONMENTAL HEALTH AND SAFETY <br /> FOURTH and JACKSON STREET <br /> OAKLAND CA 94660 <br /> RE: Safeway Meat Processing Plant SITE CODE: 1194 <br /> 1111 Navy Drive, Stockton <br /> San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) has <br /> reviewed the third quarter quarterly monitoring report dated August 18, 1994 which has been <br /> submitted by ERM-West, Inc. for the above referenced site. <br /> The site status section of the report states that with the two recent sampling events, once a year <br /> sampling for TPH-diesel and measurement of groundwater elevation should be sufficient to <br /> monitor any change in groundwater status. The report also states that because detections of diesel <br /> fuel have routinely been below 1000 ug/l, Safeway believes that no remedial action is warranted <br /> at this site. <br /> The concentration of Total Petroleum Hydrocarbons as Diesel(TPH-d)present in the groundwater <br /> beneath this site exceeds the concentration allowed by State Water Resources Control Board <br /> Resolution Number 92-49. This resolution authorizes the Regional Water Boards to restore the <br /> quality of water, to which waste has been discharged, to background conditions. <br /> The March 1, 1994 Appendix B of the Tri-Regional Guidelines for Preliminary Evaluation and <br /> Investigation of Underground Tank Sites prepared by the Central Valley Regional Water Quality <br /> Control Board does allow for residual contamination to be left in place if the contamination poses <br /> no risk or minimal risk to the environment, or removal or treatment of the contamination is not <br /> feasable using current removal or treatment technology. <br /> PHS/EHD will accept a feasibility study/risk assessment from Safeway to support Safeway's <br /> conclusion that further remediation of the site is unnecessary. <br /> The feasability study/risk assessment shall include data to support an estimation of the lateral <br /> extent of the existing plume. The current data suggests that the existing monitoring wells are <br /> within the plume. The lateral and vertical extent of the plume must be determined so that a more <br /> accurate estimation of the remaining mass of contamination can be calculated. <br /> :k 1)i%ision of San Joaquin County Health Care Service. <br />
