Stockton Meat Plant - Case Closure Page 5 <br /> March, 1996 <br /> conveying wastewater to the City of Stockton wastewater facility, coliform <br /> analysis was requested as part of the ground water background check In 5 of 7 <br /> sampling events, coliform was detected at or above the California and Federal <br /> drinking water standard ,t� �,• �� 1 <br /> Limited Phase II Environmental_Site Assessment (1995) <br /> In October, 1995, Krazen & Associates completed and reported on a property <br /> k transfer environmental site assessment The work is documented in a report <br />€ entitled Limited Phase II Environmental Site Assessment, dated October 16, 1995 <br /> The work was performed for real estate transaction due diligence and in <br /> response to potential concerns of environmental releases at the site, focusing <br /> on several issues, one of which was the former underground diesel storage <br /> I tanks <br /> To support the work, Krazen performed a Phase I audit of the facility, and in <br /> r the course of the historical check of the facility, determined that prior to <br /> ISafeway constructing the meat plant facility in 1972, the site was occupied by <br /> unspecified military activities Historical photographs (Attachment G) <br /> indicate what appears to be military housing Additionally, in Safeway's <br /> research on the historical use of the site, Safeway discovered a court judgment <br /> condemning the property in 1943 for use as military housing (a notation <br /> exists in the City of Stockton "OLD" drawings as "Condemned by USA for a <br /> war housing project by Court Order #4804, judgment rendered Nov 8th, <br /> 1943") Krazen was concerned with prior environmental damage from the <br /> military operations To quote from Page 2 of Krazen's report <br /> "Environmental concerns associated with this former occupant <br />' include underground tanks possibly located near service/utility <br /> structures which appear to have been situated in the north <br /> central and southeast portions of the site Tank contents could <br />' include refined petroleum products (gasoline, diesel, oil) or <br /> solvents (PCE, TCE, etc ) Releases from unknown point sources <br /> at the site are also a potential, as are historical impacts from off- <br /> site sources " <br /> Krazen collected several soil samples and nine Hydropunch II groundwater <br />' samples using direct push methods with a cone penetration testing rig The <br /> results of these tests are summarized on Figure 5 in Attachment G As <br /> indicated in Figure 5, trace concentrations of diesel in the groundwater are <br /> widespread throughout the site Although it is well known that Hydropunch <br /> samples provide only a relative indication of chemicals and compounds in <br /> groundwater, none-the-less, the results of the Krazen work report diesel <br /> concentrations in ground water in areas that could not possibly be impacted <br /> by the underground tank site In particular, the sample from KHP-9 is a good <br /> 1 <br />
