SAFEWAY MEAT PACKING FACILITY, STOCKTON, CALIFORNIA
TIER II RISK BASED CORRECTIVE ACTION
FEBRUARY 26, 1996
PAGE 4 - 5
4.5 Site-Syecific Target Levels
Table 9 provides the calculations of the SSTLs for benzene based on a maximum allowable
carcinogenic risk of I x 10 S or an increase of a one-m-a-100,000 probability of developing a
cancer over a lifetime
A cancer risk is estimated by
Rs sk = (SF) (Dose)
Under the Superfund program, the USEPA designates a risks between 1 x 10-6 to 1 x 10-' as'
potentially acceptable cancer risk below 1 x 10 `6 are considered negligible and those greater than
1 x 10-4 are designated for remediation Similarly, under Proposition 65, Califorrua State
established a maximum acceptable carcinogenic risk level of 1 x 10"S
For this risk assessment, a carcinogenic risk level of 1 x 10' has been selected for developing
SSTLs This target risk was selected for three reasons
1 As indicated above, this level is within the range of USEPA uses for Superfund
and other hazardous waste sites
2 It is the same cancer risk level that the State of California that has been
established through a regulatory process
3 This is the cancer risk level recommended by ASTM (1995) as part of the RBCA
process In selecting this cancer risk level, ASTM considered both the magnitudes
of the conservative assumptions used in developing SSTLs and information of
cancer risk levels that have resulted in chemicals and processes being regulated
0231CDJ1
