SAFEWAY MEAT PACKING FACILITY, STOCKTON, CALIFORNIA <br /> TIER H RISK BASED CORRECTIVE ACTION <br /> FEBRUARY 26, 1996 <br /> PAGE 4 - 5 <br /> 45 Site-Specific Target Levels <br /> Table 9 provides the calculations of the SSTLs for benzene based on a maximum allowable <br /> carcinogenic risk of 1 x 10 or an increase of a one-in-a-100,000 probability of developing a <br /> cancer over a lifetime <br /> A cancer risk is estimated by <br /> Rs sk = (SF) (Dose) <br /> Under the Superfund program, the USEPA designates a risks between 1 x 10-6 to 1 x 10-4 as, <br /> potentially acceptable cancer risk below 1 x 10 -6 are considered negligible and those greater than <br /> 1 x 10' are designated for remediation Similarly, under Proposition 65, California State <br /> established a maximum acceptable cdreinogenic risk level of 1 x 10"5 <br /> For this risk assessment, a carcinogenic risk level of 1 x 10 5 has been selected for developing <br /> SSTLs Tlus target risk was selected for three reasons <br /> I As indicated above, this level is within the range of USEPA uses for Superfund <br /> and other hazardous waste sites <br /> 2 It is the same cancer risk level that the State of Califorma that has been <br /> established through a regulatory process <br /> 3 This is the cancer risk level recommended by ASTM (1995) as part of the RBCA <br /> process In selecting this cancer risk level, ASTM considered both the magnitudes <br /> of the conservative assumptions used in developing SSTLs and information of <br /> cancer risk levels that have resulted in chemicals and processes being regulated <br /> 0131CDJl <br />
