' Project No 014-95262 <br /> Page No 2 <br /> 3.0 SITE DESCRIPTION <br /> The site is rectangular in shape, encompassing approximately 14 7 acres, and is located on the <br /> northwest corner of Navy Drive and Argonaut Street in Stockton, California (see Figure 2, following text) <br /> + The site is identified by San Joaquin County Assessor Parcel Number(APN) 163-260-07 The Safeway <br /> Stockton Meat Processing Plant currently occupies the site The western 213 of the northern iA of the site <br /> is undeveloped <br /> 4.0 BACKGROUND INFORMATION <br /> Prior to the construction of the current meat processing plant in 1972, the project site was the <br /> ' location of unspecified military operations This determination is based upon information from local <br /> regulatory agencies and review of historical aerial photographs (see Figure 3) Environmental concerns <br /> associated with this former occupant include underground storage tanks possibly located near service/utility <br /> structures which appear to have been situated in the north central and southeast portions of the site Tank <br /> a <br /> contents could include refined petroleum products (gasoline, diesel, oil) or solvents (PCE, TCE, etc ) <br /> Releases from unknown point sources at the site are also a potential, as are historical impacts from off-site <br /> sources <br /> Also of concern is the more recent discovery of a subsurface diesel release from underground <br /> storage tanks formerly used by Safeway to fuel their boiler Numerous investigations have been conducted <br /> in the vicinity of the tanks since their removal in June, 1987 These investigations have shown diesel <br /> constituents (including BTEX) to be present in on-site soils and groundwater and in groundwater off-site <br /> to the south of the former tanks It was not the intent of this investigation to fully and quantitatively define <br /> the impact of this diesel release, only to verify the suspected extent of diesel-affected groundwater <br /> However, a shallow soil investigation of the former boiler fuel (diesel)pipeline was conducted because this <br /> area had not been addressed during investigations to date <br /> Meat processing operations at the site include the use of acid and caustic solutions Waste streams <br /> include organic-rich process wastes, and caustics/acids from floor and equipment cleaning and from <br /> quality control laboratory activities In addition, minor amounts of oils/solvents from maintenance <br /> operations could possibly enter the waste stream These waste streams are transported by pipeline to a <br /> r common sump at the on-site wastewater treatment facility Below-grade structures at the facility include <br /> the collection sump (15,000 gal capacity), a two-compartment clarifier ( 40,000 gal capacity each) and <br /> i KRAZAN& ASSOCIATES, INC <br /> Offices Sernng the Westem Untied Starter <br /> 9szax esu <br /> i <br />
