Third Quarter SVES Report - Ultramar #696, Lodz 10 November 1992 <br /> ' The concentration of the extracted vapors generally declined during the <br /> 3rd quarter reflecting a general trend established during previous <br /> months. On the final monitoring, only 1 of the 10 extraction wells <br /> (MW-19) indicated a significant concentration <br /> ' At the conclusion of the 3rd quarter, the SVES was operating with only <br /> MW-19 open to expedite contaminant removal from this singular "hot <br />' spot" on the system <br /> The hydrocarbon extraction was generally below 15 lbs/day during the <br />' course of the quarter. Seven extraction wells as well as ambient <br /> dilution remained closed during the entire quarter due to low <br /> concentrations. <br />' In anticipation of the reduced vapor levels, arrangements were made to <br /> convert the vapor abatement system from the all electric catalytic <br /> incinerator to a hopefully more cost effective approach using two <br />' granular activated carbon (GAC) cannisters in series. <br /> During the 3rd quarter, an application was submitted to the San Joaquin <br /> Valley Unified Air Pollution Control District (SJVUAPCD) requesting <br /> authorization to implement this modification to the vapor abatement <br /> system. On 13 July 1992, an Authority to Construct authorizing the <br /> modification was received. <br /> On 21 September, the catalytic incinerator was deactivated, thus <br /> concluding the catalytic incinerator phase of the operation The <br /> operation thereafter proceeded using the GAC abatement system. The <br /> catalytic incinerator and SVES operated in compliance with all <br /> conditions of the Permit to Operate issued for this project by the <br /> SJVUAPCD. <br /> II . INDIVIDUAL MONITORING EVENTS <br /> The following section describes how the SVES was adjusted within the <br /> performance and compliance limits of the system during each monitoring. <br />' 14 July 1992 Monitoring. <br /> The SVES only operated seven days since the previous monitoring on 30 <br />' July 1992. The system went down on 6 July due to an apparent power <br /> outage The SVES was restarted on 13 July and purged a full 24 hours <br /> prior to monitoring on 14 July <br />' - 2 - <br />
