Three monitoring <br /> wells were installed in November 2001. The most recent 2004 quarterly groundwater monitoring data <br /> shows that all three monitoring wells are impacted by petroleum hydrocarbons,with maximum <br /> concentrations reported as: total petroleum hydrocarbons (TPH) as gasoline (990 µg/L), TPH as diesel <br /> (360 µg/L), Benzene (55 µg/L), Methyl tert-Butyl Ether(50 µg/L), t-Butyl Alcohol (46 µg/L), and <br /> 1,2-dichlorethane (1,2-DCA, 55 µg/L). <br /> In our letter dated 10 October 2003, we requested that you complete a groundwater investigation to fully <br /> delineate the lateral and vertical extent of groundwater contamination. In our letter dated <br /> 29 December 2003, we approved your 25 November 2003 Workplan for Further Groundwater <br /> Investigation (Workplan). We issued a Non-Compliance letter on 13 May 2004 for failure to implement <br /> the Workplan. The work still has not been done. Because you have not completed the additional <br /> groundwater investigation, we are unable to determine if residual hydrocarbons from your site have <br /> migrated and threaten nearby domestic wells. Although in August 2002, we concurred with your <br /> 24 July 2002 Second Quarter 2002 Report proposal for the testing and destruction of the contaminated <br /> onsite supply well (OSW), the OSW destruction work has not been done. Because you have not <br /> abandoned the OSW, there is a threat of pollution to nearby domestic wells. <br /> Therefore, you are to complete the additional groundwater investigation approved by us in <br /> December 2003 and the OSW abandonment, and, as prescribed under Section 13267 of the <br /> California Water Code (CWC), you are ordered to provide a Report of these activities by <br /> 15 September 2004. Electronic copies of the Report shall be submitted at that time to the State Water <br /> Resources Control Board(SWRCB) GeoTracker Web site at hU://geotracker.swrcb.ca.gov and click on <br /> the"Electronic Submittal of Information"button. If the investigation does not delineate the vertical <br /> and lateral extent of petroleum hydrocarbon contamination at your site, the Report shall include a Work <br /> Plan for additional groundwater investigation. All work to complete the Report and all fixture reports <br /> must be performed according to the Tri-Regional Recommendations for Preliminary Investigation and <br /> Evaluation of Underground Storage Tank Sites and Appendix A. Appendix A is found under"available <br /> documents"on our Internet page at the web address in the letterhead. All paper copies of the Report and <br /> all future reports must be submitted to the San Joaquin County Environmental Health Department <br /> California Environmental Protection Agency <br /> Q?Recycled Paper <br />
