EL DORADO ST., <br /> FRENCH CAMP,SAN JOAQUIN COUNTY <br /> I reviewed the 17 March 2003 Drilling Report, the 17 April 2003 First Quarter 2003 Report, <br /> the 30 June 2003 Second Quarter 2003 Report, and the 29 September 2003 Third Quarter 1003 Report,prepared <br /> on your behalf by Upgradient Environmental Consultants. These reports document the additional soil and <br /> groundwater investigation conducted in February 2003 and three quarters of groundwater monitoring conducted <br /> in March,June,and August of 2003. The Drilling Report states that,after overexcavating the site in 1995, soil is <br /> only impacted near the northern portion of the station building. The Drilling Report also states groundwater <br /> plume delineation is not complete to the northeast and southwest. The monitoring reports state that additional <br /> monitoring is necessary to establish trends for contaminants. Six quarterly monitoring events have been <br /> submitted since June 2002. Maximum concentrations from monitoring wells JLM3 through JLM-5 include: <br /> Total Petroleum Hydrocarbons (TPH)) as gasoline (TPHg,4,800 gg/L), as diesel (TPHd, 1,400 µg/L),benzene <br /> (260 µg/L),toluene(31 gg/L), ethylbenzene(530 gg(L),xylenes (320 gg/L),tertiary butyl alcohol (40 µg/L), <br /> methyl tert-butyl ether(MtBE, 120 gg/L), and 1,2-dichloroethane (1,2-DCA, 55 µg/L). <br /> Groundwater concentrations generally appear to vary seasonably, with higher concentrations occurring as <br /> groundwater levels rise in the Spring. The exception to the seasonal concentration variability occurs with the <br /> 1,2-DCA detected in monitoring well JLM-5,which has remained reasonably stable in the 30-40 µg/L range. The <br /> groundwater flow direction varies from southeast to northeast. Depth to water varies seasonably from 25 to 30 <br /> feet below ground surface. <br /> I concur with the statements that 1)the soil borings have delineated the remaining petroleum hydrocarbon <br /> contamination in soil, and 2)the groundwater plume requires additional characterization to establish vertical and <br /> lateral extent. Please submit a workplan by 1 December 2003 to install additional groundwater monitoring <br /> wells. <br /> Also, on 5 August 2003 1 sent a letter to you staring that your Fourth Quarter 2001 Report is incomplete,in that <br /> you are out of compliance with the monitoring and reporting requirements specified in the California Code of <br /> Regulations,Title 23, Chapter 16 Article 12; Sections 2729 and 2729.1 for Electronic Data Format(EDF), a <br /> requirement for all reports generated since 1 September 2001.
