ENVIRONMENTAL ISSUES Potentially Mitigation <br /> Significant Incorporated <br /> Yes No Yes No <br /> 21. MANDATORY FINDINGS OF SIGNIFICANCE: <br /> a. Potential to degrade: Does the project have the potential to degrade the <br /> quality of the environment, substantially reduce the habitat of a fish or <br /> wildlife species, cause a fish or wildlife population to drop below self- <br /> sustaining levels, threaten to eliminate a plant or animal community, reduce X <br /> the number or restrict the range of a rare or endangered plant or animal or <br /> eliminate important examples of the major periods of California history or <br /> prehistory. <br /> b. Short term: Does the project have the potential to achieve short-term, to <br /> the disadvantage of long-tens, environmental goals? (A short-term impact <br /> on the environment is one which occurs in a relatively brief, definitive period <br /> of time while long-tens impacts will endure well into the future.) <br /> c. Cumulative: Does the project have impacts which are individually limited, <br /> but cumulatively considerable? (A project may impact on two or more <br /> separate resources where the impact on each resource is relatively small, <br /> but where the total effect of those impacts on the environment is significant.) <br /> d. Substantial adverse: Does the project have environmental effects which <br /> cause substantial adverse effects on human beings, either directly or X <br /> indirectly? <br /> D. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES AND/O R EIR <br /> SCOPE OF WORK (Completed by City Staff) <br /> The purpose of the following analysis is to provide supporting documentation for all 'Yes" responses <br /> and any clarifications to "No" responses on the preceding Environmental Significance Checklist <br /> (Section C) as well as to provide a factual basis for determining whether the proposal will have a <br /> significant effect on the environment. This section shall also identify all measures which are <br /> incorporated by the project or otherwise required to mitigate the "Potentially Significant" impacts <br /> identified in Section C. The issues and mitigation measures discussed in this section shall follow in <br /> the same alphanumerical order as the issues in Section C above. Additional background and support <br /> documentation may be appended and/or incorporated by reference, as necessary. This section is <br /> required to support a "Mitigated Negative Declaration". If an Environmental Impact Report (EIR) will <br /> be prepared, this section shall provide an "EIR Scope of Work" in order to focus on issues which will <br /> be addressed in the Draft EIR. <br /> 11 <br />
