PHS/EHD has a contract
with California State Water Resources Control Board to conduct an underground storage tank corrective action program. Section
25299.37(c) of the Health and Safety Code provides us the authority to require an investigation and cleanup of unauthorized
releases. The above referenced site was placed in the Local Oversight Program (LOP) in November 1995.
PHS/EHD provided oversight in November 1995 during overexcavation of contaminated soil that was removed from the former
tank/piping location. The excavated soil was removed off site for treatment and the excavation backfilled with clean material.
Soil sample results from the final limits of the excavation are pending and a groundwater investigation maybe warranted. A
Preliminary Investigation And Evaluation Report (PIER) must be prepared and submitted to this office within 90 days of this
letter.
PHS/EHD has reviewed your file to determine if you are in compliance in regards to permitting and corrective action orders and
directives. Regulatory compliance is a requirement for reimbursement of cleanup costs from the State Water Resources Control
Board Underground Cleanup Fund Program.
Eventhough PHS/EHD did not issue active UST permits until mid-1990, the above referenced site has been inspected and in
compliance with UST regulations since 1986. Several required operating permits have been issued for this site by PHS/EHD since
mid-1990.
If you have any further questions regarding this matter, contact Harlin Knoll, at(209) 468-3442.
Donna Heran, REHS, Director
Envi nmentaljHealth Division
/</,,, J
Harlin Knoll, Senior REHS Diane M.
