The Business Owner/Operator Identification form was not update and submitted for Calendar year 2018&2019. Becky Torres, Secondary emergency contact, and Terry Ellis, Environmental Contact and Billing Contact listed in the HMBP in CERS have not been working for the facility for more than 30 days, and the HMBP has not been updated and submitted to CERS . This information must be current and submitted as part of the business plan. Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/,enter the correct or updated information, and submit to the EHD for approval. This is a repeat violation, Class II. 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened release. The emergency response procedures were not updated and submitted to CERS since June 16,2017. Becky Torres, Helen Gardens, Roy Beyeler,, and Erik Eklund have not been working with the facility for more than 30 days, and they are listed as emergency contact in the emergency response plan(ERP). A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materials, including, but not limited to,the following: -immediate notification of local emergency personnel and the Environmental Health Department(EHD) -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment -evacuation plans and procedures, including immediate notice, for the site Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. This is a repeat violation, Class II. 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System (CERS)annually. The submittal for the HMBP was 06/16/2017. The HMBP was not submitted for Calendar year 2018&2019. The hazardous materials inventory shall be submitted by January 15 of each calendar year and may be submitted beginning November 1 of the previous year. Immediately log into the CERS at http://cers.calepa.ca.gov/,enter the correct or updated information, and submit to the EHD for approval. This is a Class II violation. Overall Inspection Comments: Onsite to conduct a hazardous materials business plan (HMBP) inspection.There were three violations during the inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, by 05/02/2019 .
