This information must be current and submitted as part of the business plan. <br /> Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/,enter the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened <br /> release. <br /> The emergency response procedures were not updated and submitted to CERS since June 16,2017. Becky Torres, <br /> Helen Gardens, Roy Beyeler,, and Erik Eklund have not been working with the facility for more than 30 days, and <br /> they are listed as emergency contact in the emergency response plan(ERP). A business plan shall include the <br /> following emergency response procedures for a release or threatened release of hazardous materials, including, but <br /> not limited to,the following: <br /> -immediate notification of local emergency personnel and the Environmental Health Department(EHD) <br /> -procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to <br /> persons, property, or the environment <br /> -evacuation plans and procedures, including immediate notice, for the site <br /> Immediately log into the California Environmental Reporting System (CERS)at http://cers.calepa.ca.gov/, upload the <br /> correct or updated information, and submit to the EHD for approval. <br /> This is a repeat violation, Class II. <br /> 9 HSC 25508(a)(1) Failed to annually review and certify that the business plan is complete, accurate, and up to date. <br /> The business plan information has not been reviewed and resubmitted in the California Environmental Reporting <br /> System (CERS)annually. The submittal for the HMBP was 06/16/2017. The HMBP was not submitted for Calendar <br /> year 2018&2019. The hazardous materials inventory shall be submitted by January 15 of each calendar year and <br /> may be submitted beginning November 1 of the previous year. Immediately log into the CERS at <br /> http://cers.calepa.ca.gov/,enter the correct or updated information, and submit to the EHD for approval. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Onsite to conduct a hazardous materials business plan (HMBP) inspection.There were three violations during <br /> the inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a <br /> statement documenting the corrective actions that have been or will be taken for each violation, and any <br /> supporting paperwork, by 05/02/2019 . <br /> Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate ($152).
