The two boxes of universal waste(UW) lamps were left open. A UW handler shall manage lamps in a <br /> way that prevents releases of any UW or component of a UW to the environment. A UW handler shall <br /> contain any lamp in a container or package that is structurally sound, adequate to prevent breakage, and <br /> compatible with the contents of the lamp. Such a container or package shall remain closed and shall <br /> lack evidence of leakage or damage that could cause leakage under reasonably foreseeable conditions. <br /> Correct immediately by keeping the container of UW lamps closed unless adding or removing UW <br /> lamps. Minor - Notice to Comply. <br /> 84. The facility did not demonstrate when the UW lamps became a waste. Employee approximated that <br /> these UW lamps have been accumulating since January 2009. A UW handler shall accumulate UW for <br /> no longer than one year from the date the UW was generated, or was received from another UW <br /> handler. A UW handler shall be able to demonstrate the length of time that the UW has been <br /> accumulated from the date it became a waste or was received. The UW handler may make this <br /> demonstration by: <br /> (1) Placing the UW in a container and marking or labeling the container with the earliest date that any <br /> UW in the container became a waste or was received. <br /> (2) Marking or labeling the individual item of UW with the date it became a waste or was received. <br /> (3) Maintaining an inventory system on site that identifies the date the UW being accumulated became a <br /> waste or was received. <br /> (4) Maintaining an inventory system on site that identifies the earliest date that any UW in a group of <br /> items of UW or group of containers of UW became a waste or was received; <br /> (5) Placing the UW in a specific accumulation area and marking or labeling the area to identify the <br /> earliest date that any UW in the area became a waste or was received, or <br /> (6) Any other method which clearly demonstrates the length of time that the UW has been accumulated <br /> from the date it became a waste or was received. <br /> The current boxes of UW lamps on site were marked with the accumulation start date of January 2009. <br /> Employee acknowledged that the UW lamps need to be disposed within one year of the accumulation <br /> start date. Submit a copy of the disposal receipt for the UW lamps by 7-1-11. Minor - Notice to Comply. <br /> 85. The employee stated that the last disposal of UW lamps occurred when the UW lamps from the fuel <br /> dispenser canopies were changed out a couple weeks ago. I requested to view the documentation for <br /> the disposal of the UW lamps. This documentation was not available. A UW handler shall keep a record <br /> of each shipment of UW pent from the UW handler's facility to another facility.
