Benjamin Escotto [EH]
From: LeClaire, Mary@CalRecycle <Mary.LeClaire@CalRecycle.ca.gov>
Sent: Thursday, February 19, 2015 11:49 AM
To: Benjamin Escotto [EH]; Michael Kith [EH]; Harprit S. Mattu [EH]
Cc: Robert McClellon [EH]; Emery, Kyle@Cal Recycle; Strough, Barbara@CalRecycle
Subject: RE: Draft Waste Recovery West Inspection Report
Thanks for your response. Unfortunately, there's a glitch in e-reporting that prevents any text from printing on the front
page. It's on the long list of glitches that needs to be fixed. I did move the violation up to follow the opening
paragraph.
CalRecycle management wants the reinspection to also be joint; however, San Joaquin County will be lead. The
compliance deadline is March 18`h. Ben—please get in touch with me as the date gets closer and we'll schedule a date.
Regarding Green Man, if Green Man purchases the processed product and does not produce the product, then what
they buy is considered TDP and TDP is not subject to any waste tire laws.
Mary
From: Benjamin Escotto [EH] [mailto:bescotto@sicehd.com]
Sent:Thursday, February 19, 2015 11:02 AM
To: LeClaire, Mary@CalRecycle; Michael Kith [EH]; Harprit S. Mattu [EH]
Cc: Robert McClellon [EH]; Emery, Kyle@CalRecycle
Subject: RE: Draft Waste Recovery West Inspection Report
Good Morning Mary,
Robert and I reviewed your inspection report and we had one comment. In regards to the manifesting violation,
the report states that there is a violation on page 1 of part B and describes the violation on page 2 of part B. We
recommend that the description of the violation be moved or also stated in Part D, along with the other
violations noted.
Also, Robert and I had a question for you. This is in regards to a business called Green Man (TPID:
1741257). Green Man receives tire derived product (TDP) and stores it for months at a time. The TDP is
stored outdoors and is surrounded by a chain link fence. There is also sidewalls on site that are used to keep
tarps on as cover for the TDP. See attached pictures.
Our question is that do any of the new waste tire regulations for outdoor storage apply to Green Man?
Ben Escotto, Senior REHS
San Joaquin County Environmental Health Department
1868 E.
