Congress has <br /> not specifically waived the federal government's sovereign immunity from local regulation in regard to <br /> hazardous material releases and reporting requirements in the emergency planning and community <br /> right-to-know area. Additionally, waste regulatory charges that do not correlate with use of a system <br /> or that exceed the cost of the benefit to the federal government are invalid and, therefore, <br /> unenforceable as against the Postal Service. <br /> Please correct your files to reverse all fees related to this invoice.
