Congress has not specifically waived the <br /> federal government's sovereign immunity from local regulation in regard to <br /> hazardous material releases and reporting requirements in the emergency planning <br /> and community right-to-know area. Additionally, waste regulatory charges that do <br /> not correlate with use of a system or that exceed the cost of the benefit to the federal <br /> government are invalid and, therefore, unenforceable as against the Postal Service. <br /> Please correct your files to reverse all fees related to this invoice.
