Inc. <br />15 August 2000 <br />AGE -NC Project No. 96-0232 <br />Mr. Marty Hartzell <br />California Regional Water Quality Control Board - Central Valley Region <br />3443 Routier Road, Suite A <br />Sacramento, CA 95827 <br />Subject: Status Update for Investigation of Fuel Dispenser Area <br />FLAG CITY CHEVRON - 6421 Capitol Avenue, Lodi, CA 95242 <br />Dear Mr. Hartzell: <br />On behalf of Mr. Richard Bokides of the Bokides Family Limited Partnership and property owner <br />of Flag City Chevron located at 6421 Capitol Avenue (site), Lodi, California (See Figure 1), <br />Advanced GeoEnvironmental, Inc. (AGE) is submitting this status update report for investigation <br />of the fuel dispenser area at the site. This investigation is in response to a California Regional Water <br />Quality Control Board - Central Valley Region (CRWQCB-CVR) letter directive, dated 24 July <br />2000, to take action immediately to investigate and correct this new release. The following is a <br />summary of fuel dispenser/product line assessment activities conducted by AGE for the Flag City <br />Chevron site: <br />On 31 July 2000, Mr. Doug Wilson of the San Joaquin County Public Health Services - <br />Environmental Health Division (PHS-EHD) informed AGE by telephone conversation that <br />the PHS-EHD intended to issue a letter directive to the Flag City Chevron facility to conduct <br />a "helium tracer test" on all fuel dispensing product lines. Furthermore, Mr. Wilson iterated <br />that the Flag City Chevron facility needed to install secondary containment pans beneath <br />each fuel dispenser to satisfy the existing State of California underground storage tank (UST) <br />laws. During the telephone conversation, Mr. Wilson stated he would be on vacation the <br />week of 07 through the 11 August 2000; therefore, AGE requested to Mr. Wilson that the <br />directive letter be issued prior 07 August so the test could be coordinated with Mr. Richard <br />Bokides and Mr. Navtej Dhingsai, Flag City Chevron operator. <br />On 31 July 2000, AGE contacted by telephone Champions Precision Tank Testing (CPTT) <br />and Tanknology, both State of California certified to perform tank and product line integrity <br />tests. AGE was informed by representatives of both companies that a "helium tracer test" <br />performed on dual walled product line system would only identify a leak at the point of <br />breach in the secondary product lines and not the primary product lines; there would be no <br />way to identify where the breach was in the primary product line from a helium tracer test. <br />4005 North Wilson Way.
