A <br />monitoring certification and primary line tightness test was performed on 1/23/03., <br />During the inspection, I had the technician pull back the secondary containment piping <br />test boots on all of the turbine sumps (we had both witnessed the boots in place on <br />1/9/03). The photos that I have enclosed show approximately 50 — 60 gallons of product <br />flowing from the regular (87) secondary containment line and approximately 15 — 20 <br />gallons of product flowing from the premium (91) secondary containment line. The <br />sumps were pumped out back into the corresponding tank. The results of the line <br />tightness test came back negative for the regular (87) primary line (inconclusive). The <br />facility has currently shut down the regular (87) product voluntarily as result of the <br />primary line failing another line tightness test performed on 2/11/03.
