Pierce
3443 Routier Road, Suite A
Sacramento, CA 95827-3098
Re: 6421 Capital Ave, Lodi CA — Flag City Chevron
Mr. Pierce,
Enclosed are all of the documents that I have up to date on the unauthorized release on
12/23/02 that was reported to our office in the secondary containment test results. A
monitoring certification and primary line tightness test was performed on 1/23/03.,
During the inspection, I had the technician pull back the secondary containment piping
test boots on all of the turbine sumps (we had both witnessed the boots in place on
1/9/03). The photos that I have enclosed show approximately 50 — 60 gallons of product
flowing from the regular (87) secondary containment line and approximately 15 — 20
gallons of product flowing from the premium (91) secondary containment line. The
sumps were pumped out back into the corresponding tank. The results of the line
tightness test came back negative for the regular (87) primary line (inconclusive). The
facility has currently shut down the regular (87) product voluntarily as result of the
primary line failing another line tightness test performed on 2/11/03. Product was found
in the regular (87) and premium (91) sumps on during that time also.
If you have any questions please contact Ray von Fliie at (209) 468-9848.
Thank you,
Ray von Flue, R.E.H.S.
Registered Environmental Health Specialist
