DEPARTMENTS OF THE ARMY AND THE AIR FORCE
JOINT FORCE HEADQUARTERS
OFFICE OF THE ADJUTANT GENERAL, CALIFORNIA NATIONAL GUARD
9800 GOETHE ROAD - P.O. BOX 269101
SACRAMENTO, CALIFORNIA 95826-9101
Environmental Programs Directorate July 23, 2010 RECJEVED
Ms. Kasey Foley
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton, CA 95202-3029
SUBJECT: Response to Notice to Comply
Dear Ms. Foley:
JUL Z 7 -ulo
ENVIRO"EN1 HEALTIj
PERMIT/SERVICES
The California Army National Guard (CAARNG) Combined Support Maintenance Shop (CSMS)
located at 8020 S. Airport Way in Stockton, CA was inspected by your department on June 29, 2010
(enclosure). During the inspection the facility was cited for failing to comply with new hazardous waste
tank system assessment requirements.
The CAARNG takes their role as environmental stewards very seriously. However, despite our
best efforts we will not be able to complete the required hazardous waste tank system assessments on our
two hazardous waste tanks by the return to compliance deadline of July 29, 2010. The level of cost for
the hazardous waste tank system assessments requires that the project go through our contracting process.
This process has already commenced, however, awarding the project to a certified contractor and
execution of the contract will require additional time. The CAARNG will need until October 29, 2010 to
complete the contracting process and the hazardous waste tank system assessments.
Without the additional time required to complete the contracting process the Stockton CSMS'
only other option is to close out the tanks and start drumming their waste in 55 -gallon containers. Doing
so will alter their facility operations and make them more susceptible to spills due to managing the
additional containers.
The CAARNG is requesting that you accept our anticipated timeline to complete the contracting
process and the hazardous waste tank system assessments as reasonable for a return to compliance
schedule.
Sincerely,
TIMOTHY J.
