i V <br /> Quarterly Report - 152 East 1 Ith Street, Tracy Page 4 <br /> iBeginning on March 19, 1996, the remedial excavation that had been opened on the 152 <br /> East I Ith Street site was backfilled to within 2 feet of the ground surface with Caltrans <br /> Class II granular base material compacted to a minimum relative density of 90 percent <br /> Anticipating that, as provided for in the CAP, it may be advantageous to pump a moderate <br /> volume of groundwater from the area of the excavation and treat it before discharge to the <br /> municipal storm sewer under authority of RWQCB General Order No 92-15025, a <br /> groundwater extraction sump was installed in the backfill and two 20,000 gallon, mobile <br /> storage tanks and a pair of granular activated carbon treatment units were brought to the <br /> site and set up <br /> Following an evaluation of the geotechnical and geochemical data and the finding tht the <br /> source of the gasoline affecting the 152 East I 1 th Street site was off the property and <br /> down the groundwater gradient, and based on guidance received from the SJCPHS, the <br /> motile sorage tanks and carbon units units were later de-mobilized In the opinion of the <br /> SJCPHS representative, with which opinion the professional engineer in responsible <br /> charge of the remediation program concurred, because all contaminated soil had been <br /> successfully removed from beneath the property, and the source of the unauthorized <br /> release of fuel hydrocarbons had been found to be located off the site to the north and <br /> down the groundwater gradient beyond the site limits, further active remediation of the <br /> subsurface beneath the subject property would not be cost-effective, or necessary for <br />• closure of the site in accordance with the applicable regulations Also, such pumping <br /> would draw groundwater containing high concentrations of gasoline into the subsurface <br /> beneath the 152 East 1 lth Street site from which contaminated soil had been successfully <br /> removed and replaced with clean, imported fill <br /> Engineering and Status Reports <br /> The following status report was completed during the reporting period and submitted to <br /> the SJCPHS <br /> 1 Quarterly S atus Report.
