1 . 0 HISTORY AND BACKGROUND <br /> This Health and Safety Plan describes the procedures that <br /> will be implemented and followed by California Petroleum <br /> Equipment Inc . for the removal and replacement of tanks and <br /> lines . <br /> This Health and Safety Plan is based on the work plan <br /> activities and the requirements of Title 29 of the Code of <br /> Federal Regulations , Section 1910 . 120 ( 29 CFR 1910 . 120) . <br /> 2 . 0 SITE SAFETY AUTHORITY <br /> Each person shall be responsible for following the Health and <br /> Safety Plan ' s guidelines at the site . The site safety officer is <br /> the Foreman on site and his duties are: <br /> * Ensure that the Health and Safety Plan is implemented . <br /> * Ensure that all field personnel meet or exceed the <br /> minimum requirements for health and safety training , <br /> medical monitoring, and respritory fit testing as <br /> required by OSHA 29 CFR 1910 . 120 . <br /> * Conduct "tailgate" meetings every day before field <br /> activities begin . <br /> * Stop work if the health and safety of workers is in <br /> question . <br /> * Observe workers for signs and symptoms of exposure. <br /> * Evaluate the effectiveness of the personal protective <br /> equipment program on an ongoing basis and upgrade the <br /> program as needed . <br /> * Inform the field supervisor of any deficiencies or <br /> changes in the health and safety practices . <br /> * Perform daily reviews of the work practices and <br /> compliance with the Health and Safety Plan . <br /> * Determine exclusion zones and assign personnel duties at <br /> each zone in case of an emergency . <br /> * Report any signs of exposure or heat stress to the field <br /> supervisor . <br /> * Prevent unauthorized personnel or equipment from entering <br /> the exclusion zones . <br /> Page - 4 <br />
