PUBLICtEALTH SER) CES
"— p,0U1N
SAN JOAQUIN COUNTY
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
304 E.Weber Ave., 3rd Floor • P. O. Box 388 • Stockton, CA 95201-0388
209/468-3420
September 6, 1995
Tim Gibson
Elite IV Contractors
2736 Teepee Drive, #C
Stockton, CA 95205
Re: The installation plan for 8115 S. EI Dorado St., French Camp
Mr. Gibson,
Jerry Yoshioka asked me to approve the plans he reviewed for the above-mentioned site. I have reviewed the plans
and found some deficiencies. Below are the areas of concern:
1) The Monitoring Plan needs to include the following:
a) Describe whether or not the continuous monitoring system will shut down the pump when a release is
detected.
b) Describe whether or not the pumping system shuts down automatically if the continuous monitoring
system fails or is disconnected.
C) Describe the continuous monitoring systems ability to generate an audible and visual alarm when a
leak is detected.
If all of the above three items are not met, an annual tightness test of the pipelines shall be performed.
d) Does the Bravo Box include the float system that will shut down the pumping system if a leak is
detected? If so, state this in the Monitoring Plan.
2) Describe in the Response Plan how any liquid collected in the Bravo Box will be removed and what will be
done with that liquid.
3) The Installation Application needs to be signed by the contractor and dated showing that you will comply with
all laws, regulations, and ordinances.
4) A Holiday test will be performed onsite in front of the Environmental Health inspector as stated on the
installation cut sheets you provided.
5) Since the plans specifically state that they are not accurate for piping design, "as built" plans will be provided
to this department after the installation is complete.
6) A statement needs to be written explaining how the tanks will be anchored to prevent floatation.
Should you have any questions regarding this letter, please call Kasey Foley at (209) 468-3451.
cc: James Fisk
A Division of San Joaquin County Health Care Services
