Submit a training plan that addresses safety procedures in the event of a release or threatened release
of a hazardous material, familiarity with the emergency response plans and procedures in the event of a release or threatened
release of a hazardous material, immediate notification contacts to the appropriate local emergency response personnel and to
the unified program agency, procedures for the mitigation of a release or threatened release to minimize any potential harm or
damage to persons, property, or the environment, evacuation plans and procedures, including immediate notice, for the
business site.A physical copy of the employee training records with dates of training, training discussion points, and employee
names must be on site and made available for review during inspection. In-office help is available by appointment at the EHD
office on 1868 E. Hazelton Avenue, Stockton CA 95205. Starting September 1, 2018, all in-office CERS help will be provided at
EHD hourly rate ($152). To schedule an appointment, please call Leyna Huynh at (209) 468-3446.
The Employee Training Plan uploaded to CERS lacks the required notification procedures. There are a couple of ways to
address this issue: 1.The uploaded document "Employee Training Plan" can be removed or 2.The plan the notification
requirements can be added to the plan. The plan also should be uploaded to the Employee Training Plan section vs.the
Emergency Response/Contingency Plan section.
Regarding the plans you have emailed. They do not suffice as a "training record". Please, provide copies of the training
records showing the following training elements have been completed:
Training for all new employees and annual training, including refresher courses, for all employees in safety procedures in
the event of a release or threatened release of the diesel, carbon dioxide, and the 55 gallon drum of 1,2-propanediol
(flammable liquid). Training includes, but is not limited to familiarity with the emergency response plans and procedures
in the event of a release or threatened release of a hazardous material, immediate notification contacts to the
appropriate local emergency response personnel and to the unified program agency, procedures for the mitigation of a
release or threatened release to minimize any potential harm or damage to persons, property, or the environment, and
evacuation plans and procedures, including immediate notice, for the business site.
You may call me if you have questions or need clarification.
Respectfully,
Robert Lopez
Hazardous Materials Specialist II
San Joaquin County
Environmental Health Department
1868 E.
