This work plan is <br /> not approved <br /> at this time. Since groundwater,in this area is about 15 feet below surface <br /> grade (bsg), a soil and groundwater investigation'is required. <br /> According to Appendix B of the Tri-Regional Recommendations,the lateral and <br /> vertical extent of the contamination in both soil and groundwater should first be <br /> defined before conducting corrective action. In a telephone conversation on <br /> November 20, 1999, ERSA expressed that the proposed over-excavation is not <br /> intended as a corrective action, but as a mean to obtain soil samples for laboratory <br /> analyses. Over-excavation is not typically used and recognized as a method for <br /> I <br /> conducting a.groundwater investigation. PHS/EHD recommendsusing technologies <br /> other than over-excavation to collect both,soil and groundwater samples.
