S A N J Q A Q U I N Environmental Health Department <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FAMILY DOLLAR#31867 2318 S AIRPORT WAY, STOCKTON Aril 25 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days. <br /> -A ST HW tote was found with accumulation start date 9/10/18,which is past the 180 day storage limit, and <br /> contained the following bagged items(IMG 5554): <br /> -Three empty containers of motor oil,which were indicated by the hand-held scanner to be placed into a TX HW tote <br /> (IMG 5555-6). However,the ST HW tote pre-printed label had"Motor Oil"marked as the contents.When asked how <br /> employees determine which HW tote an item should be placed into, Monica stated employees follow what is indicated <br /> on the scanner, but she suspected whoever placed the motor oil containers into the ST HW tote followed the tote <br /> label, rather than following the scanner. Monica stated the empty motor oil containers were left by customers who buy <br /> and use the motor oil,but leave the containers in the facility's parking lot. <br /> -A container of LA's Totally Awesome All Purpose Cleaner Degreaser Spot Remover was found leaking into the <br /> bottom of the ST HW tote(IMG 5557, 5561-2). <br /> -A bottle of Tylenol Extra Strength tablets,which the hand-held scanner indicated should be placed in the ST HW <br /> tote, although according to the Family Dollar StrongPak poster posted adjacent the HW storage area, over-the-counter <br /> (OTC)medicines are to be placed in a TX OTC HW tote(IMG 5563-4, 5543, 5582). <br /> -An almost empty container of Magic Power Cleaner with Bleach was found labeled"ST,"and which the hand-held <br /> scanner indicated should be placed in the ST HW tote, although according to the Family Dollar StrongPak Poster, <br /> items containing bleach are classified as OX(IMG 5567-70). <br /> -A CB HW tote was found with accumulation start date 9/10/18,which is past the 180 day storage limit, and <br /> contained a leaky bottle of Purple Power Cleaner/Degreaser labeled"CB"(IMG 5571-2). <br /> -An OX HW tote was found with accumulation start date 9/10/18,which is past the 180 day storage limit, and <br /> contained the following bagged items(IMG 5574-6): <br /> -A partially filled leaky bottle of hydrogen peroxide labeled"OX." <br /> -A leaky container of Ajax with bleach cleaning powder. <br /> -An AF HW tote was found with accumulation start date 9/10/18,which is past the 180 day storage limit, and <br /> contained the following bagged items(IMG 5577-81): <br /> -A black trash bag which had a container partially filled with gasoline.According to Monica,the container was <br /> returned by a customer because the container began to leak once she put gasoline in the container.The container <br /> was triple bagged. <br /> -A half filled leaky container of Febreze Fabric Refresher spray with free-flowing liquid in the single bag without <br /> absorbent.According to the Family Dollar Hazardous Waste Training Guide, absorbant should be applied to a bag <br /> containing free liquids and the leaky item should be double-bagged. <br /> -Three bagged aerosol cans, each labeled"UW." <br /> -A TX OTC HW tote was found with accumulation start date 9/10/18,which is past the 180 day storage limit, and <br /> contained the following bagged items(IMG 5582-4, 5611-2) <br /> -Several packs of Glow In The Dark glow sticks. <br /> -Four Slim Fast Original meal replacement shakes, labeled"TX"and with Nutrition Facts.According to Monica,Julia <br /> Giddens, Environmental Specialist for Dollar Tree and Family Dollar, indicated Slim Fast Original meal replacement <br /> shakes should go into the TX OTC HW tote. <br /> Facilities who generate less than 1000 kg of hazardous waste per month and do not exceed 6000 kg of waste stored <br /> on site at any time may store waste on site up to 180 days. <br /> FA0001729 PR0544373 SCO01 04/25/2019 <br /> EHD 22-01 Rev.09/27/2018 Page 12 of 16 Small Quantity Hazardous Waste Generator OIR <br /> 1868 E.
