The
excavation was to remediate contaminated soil from other sources identified through
assessment of the site under the oversight of Department of Toxic Substance Control
(DTSC). EHD staff determined that the container was an underground storage tank (UST)
for unknown petroleum. The UST was then removed under permit and inspection of EHD.
EHD will enter the case into the Local Oversight Program (LOP) for investigation and
cleanup of the contamination determined to be from the UST.
The Area 15 excavation project was proposed by the City of Stockton and approved by
DTSC. EHD did not review or approve of this work. Please be aware that the cost of the
excavation, sampling, and removal of the soil approved by DTSC should not be eligible for
reimbursement from the State Underground Storage Tank Clean Up Fund since it was
performed as cleanup of contamination from other sources. Any further investigation or
remediation of the UST contamination should be done under the oversight of EHD.
Therefore, any further excavation or other proposed work related to the UST contamination
must be proposed in a work plan submitted to EHD and performance of the work should .
not take place until the work plan has been approved by EHD.
Donna Heran, REHS, Director
Environmental Health Department
Jeffrey W nSenior REHS Max re La of REHS
g g
LOP/Site Mitigation Unit N Supervisor
C: Treadwell &Rollo— David Dixon, RG
C: RWQCB, Central Valley Region—James L.
