Hazelton Avenue <br /> Stockton, CA 95205 <br /> Attn: Lydia Baker <br /> RE: FRENCH CAMP FACILITY:APSA INSPECTION-RETURN TO COMPLIANCE <br /> Dear Ms. Baker, <br /> Granite Construction Company (Granite) has outlined responses to the items identified in the <br /> APSA inspection report, dated April 26, 2019,for Granite's French Camp Facility.Additionally, <br /> please see enclosed photo report, updated Area F Storage Map, and e-mail correspondence <br /> with records. Per our previous correspondence, Granite is in the process of updating the SPCC <br /> Plan with a Technical Amendment via a consultant. We will send a copy of the finalized SPCC <br /> Plan to the EHD by Friday, May 31St, 2019. <br /> Item#105: Failure to properly close tanks when making a claim of permanently closed. <br /> • AST-3 (1,000 gallon gasoline tank) in Area C was permanently closed on 02/18/2011. <br /> While the piping to the fuel pump has been left intact,the electrical to the pump has <br /> been disconnected.This method of closure was previously acceptable to the EHD. <br /> Granite modified the labeling on the tank to state "Permanently Closed as of <br /> 02/18/2011" (See Photo#1). <br /> • We are currently in the process of selling the four tanks in the southeast corner of the <br /> property storage yard.These four tanks have been permanently closed as described in <br /> item#105 as of 05/01/19 (See Photo#2-10). <br /> Item#301: Failed to amend Plan as necessary. <br /> • The 55-gallon drum of IS022 Turbine Shaft Drip Oil is included in Appendix D of the SPCC <br /> Plan as Misc. Oil Drums and has been included under Area B in Section 5.1 if the SPCC <br /> Plan. <br /> • The 55-gallon drum of SP320 oil has been added to the attached Area D Storage Map. <br /> • AST-1 and AST-2 (20,000-gallon diesel tanks) are manifolded together. The SPCC Plan <br /> has been modified to accurately describe these tanks. <br /> 1 <br />
