I have closed out two of the violations so far. Here is
what I need to close out the remaining violations:
#105-For AST#3, 112.2 states:
Permanently closed means any container or facility for which:
(1)All liquid and sludge has been removed from each container and connecting line;and
(2)All connecting lines and piping have been disconnected from the container and blanked off,all valves(except for ventilation valves)have been
closed and locked, and conspicuous signs have been posted on each container stating that it is a permanently closed container and noting the date
of closure.
Piping does need to be disconnected in order to make a claim of permanently closed. I did review the file and narrative
written for the site and there is nothing stating that an exception was made for this tank. On 8/19/2013 an Official
Inspection Report was issued with corrective actions stating the above. If you would like a copy I can send that to you.
301- 1 can close it once I verify the changes in the SPCC plan
618- 1 still need copies of the annual and area c inspections. They were not provided during the inspection and I did not
see them on the emails to Cesar. For the external inspections I will amend the report to remove that section since you
did provide those to Cesar prior to the inspection. I will wait to amend the report once a decision is made about the
cutback oil. If the cutback oil is not a liquid at 60 degrees Fahrenheit then I will remove that from the report as well. If it
is liquid then that tank will need an external inspection if you haven't done that.
712-Copy of the SPCC plan to verify changes
717-Waiting for the information from the manufacturer
3
