The secondary containment for AST 14 was observed with liquid petroleum product underneath and on the south side of the tank. Visible discharges which result in a loss of oil from a container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, and bolts, must be promptly corrected. Immediately clean up the cutback oil and manage according to the California Code of Regulations Title 22 hazardous waste regulations. This is a repeat violation, Class II. 718 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable containers. The 55 gallon drums located in the connex box storage area were observed with insufficient secondary containment. 55 gallon drums of petroleum product were observed inside of secondary containment pallets instead of sitting on a grate above the secondary containment pallet. Portable oil storage containers must be positioned or located to prevent a discharge and shall be furnished with a secondary means of containment sufficient to contain the capacity of the largest single container with sufficient freeboard to contain precipitation. Immediately provide sufficient secondary containment for this and all other portable containers at this facility, or provide equivalence as allowed by CFR 112.7(a)(2). This is a Class II violation. 726 CFR 112.8(c)(8)Plan failed to adequately describe overfill prevention methods for each container. Page 13 of the SPCC plan states"The diesel fuel tanks will be filled through pipes located within the east side of the secondary containment structure and are equipped with an audible overfill alarm." Per facility personnel no audible alarms are on the diesel fuel tanks and tank levels are determined by sticking the tank. Engineer or update each container installation in accordance with good engineering practice to avoid discharges.You must provide at least one of the following devices: (i)High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. In smaller facilities an audible air vent may suffice. (ii) High liquid level pump cutoff devices set to stop flow at a predetermined container content level. (iii)Direct audible or code signal communication between the container gauger and the pumping station. (iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers,telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the overall filling of bulk storage containers. (v)You must regularly test liquid level sensing devices to ensure proper operation.The SPCC plan should accurately describe overfill prevention. Provide a copy of the amended SPCC plan to the EHD. This is a Class II violation. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection. The EHD has written the complete report which replaces the initial checklist.
