S b N J 0 A Q U I N Environmental Health Department <br /> COUNTY— <br /> Aboveground <br /> CUNTYAboveground Petroleum Storage Act Inspection Report <br /> Facility Name: Facility Address: Date: <br /> Granite Construction Company-French Camp 1 10500 S Harlan Rd, French Camp April 25, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 717 CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> The secondary containment for AST 14 was observed with liquid petroleum product underneath and on the south <br /> side of the tank. Visible discharges which result in a loss of oil from a container, including but not limited to seams, <br /> gaskets, piping, pumps, valves, rivets, and bolts, must be promptly corrected. Immediately clean up the cutback oil <br /> and manage according to the California Code of Regulations Title 22 hazardous waste regulations. <br /> This is a repeat violation, Class II. <br /> 718 CFR 112.8(c)(11) Failed to locate properly or provide sufficient secondary containment for mobile/portable <br /> containers. <br /> The 55 gallon drums located in the connex box storage area were observed with insufficient secondary containment. <br /> 55 gallon drums of petroleum product were observed inside of secondary containment pallets instead of sitting on a <br /> grate above the secondary containment pallet. Portable oil storage containers must be positioned or located to <br /> prevent a discharge and shall be furnished with a secondary means of containment sufficient to contain the capacity <br /> of the largest single container with sufficient freeboard to contain precipitation. Immediately provide sufficient <br /> secondary containment for this and all other portable containers at this facility, or provide equivalence as allowed by <br /> CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 726 CFR 112.8(c)(8)Plan failed to adequately describe overfill prevention methods for each container. <br /> Page 13 of the SPCC plan states"The diesel fuel tanks will be filled through pipes located <br /> within the east side of the secondary containment structure and are equipped with an audible overfill alarm." Per <br /> facility personnel no audible alarms are on the diesel fuel tanks and tank levels are determined by sticking the tank. <br /> Engineer or update each container installation in accordance with good engineering practice to avoid discharges.You <br /> must provide at least one of the following devices: (i)High liquid level alarms with an audible or visual signal at a <br /> constantly attended operation or surveillance station. In smaller facilities an audible air vent may suffice. (ii) High <br /> liquid level pump cutoff devices set to stop flow at a predetermined container content level. (iii)Direct audible or <br /> code signal communication between the container gauger and the pumping station. (iv)A fast response system for <br /> determining the liquid level of each bulk storage container such as digital computers,telepulse, or direct vision <br /> gauges. If you use this alternative, a person must be present to monitor gauges and the overall filling of bulk storage <br /> containers. (v)You must regularly test liquid level sensing devices to ensure proper operation.The SPCC plan should <br /> accurately describe overfill prevention. Provide a copy of the amended SPCC plan to the EHD. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
